Headpersons and the VLCs
The VLCs and headpersons are the key local institutions responsible for maintaining the registers. They will initiate all of the activities set out in this manual. In all cases, they will liaise with the customary hierarchy in the Chiefdom and follow customary norms and practises.
Their responsibilities can be summarised as:
- Maintaining the village registers and parcel maps and updating them with new applicants for certificates and additional ‘Persons of Interest’
- Using the DHIS2 system to report on activities and to make requests to the CDLA
The headpersons/VLCs will be equipped with a feature phone which will have the following:
- The DHIS2 application
The headpersons/VLCs will also have:
- The hard copy of the register
- The hard copy of the village parcel map
