Chiefs

The Chiefs have a number of high-level and formal responsibilities in the process, and are the ultimate authorities for the certification of land holdings.

In each of the maintenance activities laid out in this manual, the Chiefs will have a role to play. In some circumstances, they will need to provide authorisation to the headpersons/VLCs for a particular event/activity to take place. In other circumstances, such as the issuance of a replacement certificate, they will be required to sign off on the activity and to sign and seal the certificate.

The Chiefs will be equipped with a computer tablet which will have the following:

  • The satellite imagery for their chiefdom, accessed via a GeoServer
  • An application (VFront, in an internet browser) which will allow them to consult the latest data held on the CDLA server
  • The DHIS2 application

The Chiefs will also have:

  • A unique embossed seal, with the coat of arms for their Chiefdom
  • A laminator, allowing them to laminate the certificates once they have signed and sealed them.
